Administration Support Staff in Schools
In 2022, the Administration Support Staff in Schools’ Pay Equity Settlement (APES) introduced corrected pay rates to address sex-based undervaluation in the pay of school administration support staff.
APES covers employees who fall within the Administration Support Staff Work Matrix. Such employees will be employed under either the Support Staff in Schools’open_in_new (SSSCA), the Specialist Residential Schoolsopen_in_new (SRSCA), or the Community Educationopen_in_new (CECA) collective agreement.
Community Education employees
The settlement of the 2025-2028 CECA applied APES to non-teaching coordinators and coordinator assistants. This is because their work also falls under the Administration Support Staff Work Matrix.
The practical steps for implementation are very similar to those undertaken for APES under the SSSCA in 2022.
Education Payroll will implement the settlement in two phases: Phase One, starting on 17 February 2026, and Phase Two, starting no later than 28 April 2026.
Existing Employees
To implement the APES for covered CECA employees effectively, you will need to ensure that all existing employees:

Are on the correct EdPay designation codeopen_in_new

Have up-to-date employment documentation (especially their job description)

If not a union member, have signed the most recently promulgated individual employment agreementopen_in_new (dated 12 December 2025).
It is also important to be aware of clauses 3.8.3 through 3.8.7, which are now in effect, which apply automatic progression, including between some grades, for non-teaching coordinators and coordinator assistants.

New appointments
Do not use any template letters for CECA appointments that you have saved to your computer. These are out of date as they do not include the legally required wording reflecting pay equity.

Funding
All pay settled pay equity claims have, within the Terms of Settlement agreements, a commitment to ongoing funding. Schools will continue to receive funding and are expected to use this funding for the remuneration of the affected employees.

Former employees
Former employees covered by the claim, who finished work on or before:

31 August 2022 and were covered by the SSSCA or the SRSCA (or the applicable promulgated IEA), or
-
26 November 2025 and were covered by the CECA (or the applicable promulgated IEA)
can lodge an application to receive their pay equity payment from the Ministry by completing the form through the link below.

Portal for former employees to request a pay equity paymentopen_in_new
Employees who finished employment on or after 1 September 2022 and were employed under the SSSCA or the SRSCA (or the applicable promulgated IEA) were paid as part of the 18 October 2022 payment.
Employees who finished employment on or after 26 November 2025 and were employed under the CECA (or the applicable promulgated IEA) will be paid in the second phase of the CECA APES implementation in late April 2026.
