Salary Loading

The pay rates within the collective agreements (CA) (and the individual employment agreements promulgated based on them) are either “minimum” or "printed.”

This means that if an employee:

A school can choose to pay over and above that top step or flat rate.

This would be salary loading (SALLO) and is at the discretion of the employing board.

A salary loading does not mean that the employee is now on a higher grade.

When determining a pay rate for new employees, employers need to consider the following, alongside any additional criteria specified by the applicable CA:

  • The nature of the work the employee is/will be doing

  • The employee’s previous work experience

  • The length of service in the education sector

  • The skills and qualifications that an employee brings with them.

Teachers and principals

All teacher and principal CA rates are printed rates which means pay is set across the sector regardless of which school a teacher or principal works at.

This also means schools do not determine what an individual employee is paid as a teacher or principal cannot be paid more than the set rates of the applicable CA.

Teacher and principal rates of pay are set by the Salary Assessment Unit of the Ministry when commencing employment.

If a board wishes to pay over and above the printed rates as per the CA or to provide some other benefit (which are not provided for in the CA such as allowances, units, 3R payments and Middle Management Allowances), this is called “concurrence.”

Concurrence requires formal application to, and approval by, the Ministry. In most cases, it will not be granted.
