10 Year Property Plan (10YPP)

The 10 Year Property Plan (10YPP)open_in_new is the primary planning tool for school property maintenance.

It sets out the school property work that must be completed over a 10-year timeframe.

Boards must submit a new 10YPP to the Ministry for approval every 5 years before receiving any 5 Year Agreement (5YA) fundingopen_in_new.

What is the aim of the 10YPP?

A 10YPP aims to:

  • Prioritise work relating to health and safety and essential infrastructure
  • Plan for maintenance work and modernising learning spaces
  • Request additional capital funding (if needed)
  • Identify potential changes in roll numbers.

What is the 10YPP process?

The Ministry will appoint an external 10YPP consultant to work with the board and the school.

The 10YPP consultant is responsible for completing the school condition assessment and writing the 10YPP.

There are five steps to the process:

  • 10YPP start-up and desktop condition assessment
  • Detailed physical condition assessment and specialist reports
  • 10YPP planning meeting
  • Completion of 10YPP
  • 10YPP approval

Boards are required to participate at every step with the 10YPP consultant in preparing the plan.

Can your board allocate its own funds to a project if insufficient funds are in the 10YPP?

Your board can submit a request to their local Ministry Financial Advisor to allocate their own surplus funds towards a project.

The submission should include:

  • Your current financial report
  • The amount your board wishes to allocate towards the project
  • Any other documents requested by the Ministry

Who is responsible for capital works in state-integrated schools?

Proprietors of state-integrated schools own or lease school property and are responsible for capital works.

Boards can undertake capital works with approval from their proprietor and the Ministry of Education.

Proprietors can't contract out this responsibility to boards, as they're agents of the Crown for property purposes.

Even if board funds are used to create capital works assets, those belong to the proprietor.

The assets won't be eligible for integration, and the board will be responsible for ongoing maintenance.
